MACA's Legislative Committee and YOU

Do you as our member know what we really do for you, legislatively?  Unless you've attended recent MACA events you might not be aware of the countless bills the Legislative Committee evaluates on a weekly basis, ensuring your best interest is protected.  While ACA monitors federal legislation, MACA monitors and acts upon state-specific issues. Our committee of volunteers (who are also agency owners) have lobbied, attended, and testified at hearings and have worked to build relationships that support the integrity of our industry.


With members located in the states of Delaware, Maryland, Pennsylvania, West Virginia, along with the District of Columbia, our role as your legislative advocate has become the most serious challenge we face.

Over the past five years, erroneous and potentially dangerous bills have been introduced at a growing rate. As recently as January of this year a potentially devastating bill surfaced, and  MACA's Legislative Committee put aside their own business agendas, rallied together to form a powerful industry-wide coalition, and defended your best interests, and the best interests of the collection industry.  Informed speculation is that this issue will surface again in in the next legislative session, along with dozens of other bills that will require careful monitoring and quick action by your Board of Directors.


This alarming trend now requires MACA and its Legislative Committee to prepare for a larger role in the legislative process within the states we represent.  We know anti-business legislation is our largest and most pressing threat, and although for many years MACA was very fortunate to have handled these threats 'in-house,' without a professional lobbyist, we more recently retained the services of a contract lobbyist whose single role is not to collect debt for clients, but to mitigate potentially harmful legislation.

In order to meet current and future legislative and regulatory challenges, MACA instituted a special fee as part of our dues structure.  Like unit dues, the fee is based on company size.


We appreciate your past support, and hope you continue to recognize the very important work of your elected board of directors.


When asked to do so, rally with us to participate in grassroots initiatives such as letter writing campaigns, or telephone-call campaigns.  We'll give you the tools so that collectively, we all contribute to the success of our respective businesses.
